The first preliminary report for this research surveyed hundreds of ex-students who entered the education system prior to Bill 101 in 1977. The purpose was to assemble a composite portrait of WHAT happened during that period. Previous researchers on the topic consulted bureaucrats, administrators, historians and statisticians. No one had consulted parents and students. They are the primary focus of this research project. This second preliminary report is going to examine theories about WHY segregation occurred in Quebec schools. The first report heard from former students who chose schools that corresponded to their religion and language (within the four education options available pre Bill 101: English Protestant, English Catholic, French Catholic and French Protestant), or were denied access to the school of their choice. The question is – WHY? We are releasing this preliminary report now – in English and in French – so that former students, educators and administrators from that period can validate the explanations proposed here or propose alternative explanations. All additional information received will be included in the final report to be released November 2026.
