Abstract
"If Quebec's Anglophone - or better, non-Francophones - feel isolated and insecure, it is precisely because they are not the monolithic and plutocratic leviathan of popular culture. And if they do not avail themselves much of the Official Languages Act, it is not because the federal performance in Quebec is impeccable, but becuase the relevance of the law to their situation has been very slow to get through." (1979 Annual Report of the Federal Commissioner of Official Languages, page 24).
