Abstract
The Research and Evaluation Branch at Immigration, Refugees and Citizenship Canada (IRCC) is pleased to present the very first Facts and
Figures on English-speaking permanent residents in the province of Quebec.
This first report is based on the current measure of English-speaking immigrants. This measure has some gaps, which tend to underestimate the number of English- and French-speaking immigrants. An overview of the problem with the current measure can be found in the section entitled Developing a new measure of the definition of “English-speaking immigrant” at IRCC: a question of underestimation.
IRCC is working to implement a more inclusive measure that better reflects the reality, which is anticipated to be operationalised in 2016-
2017.
This report is intended to be the first in a series published annually by the Research and Evaluation Branch at IRCC to release statistics on
English- speaking immigrants in Quebec.
