Abstract
Who can access public services in English in Quebec, and under what circumstances? The answer depends on which level of government - federal or provincial - is involved, since each has its own language rules. While Quebec operates with French as its only offi cial language, Canada recognizes both English and French at the federal level. This brief explores how Quebec’s French-first policy coexists with federal bilingualism, how this affects English use, and by extension English speakers, in the areas of education, healthcare, and public administration.
