A Dual Language Educational System for Elementary and Secondary Schools in Quebec : a Brief presented to the Honourable J.J. Bertrand, Premier of Quebec by the Dual Language Education Committee

For the past twenty or more years, the radical changes in educational methods and subject-content, the increasing industrialization and urbanization of society and a new awareness of the importance of education, have made Quebec educators, both French and English, concious of the need for a re-thinking and re-organization of the Quebec educational system. This need found partial expression in the work of the Royal Commission of Inquiry on Education (Parent Commission) and the subsequent creation of the department of Education in 1964.
